Georgette Steffens, executive director of the Downtown Albany Business Improvement District, unpacks boxes at the BID's new offices at 21 Lodge St., across from the Hilton Albany For the fourth time in five years, the Business Improvement District in downtown Albany, New York has moved into new offices, but this time it's as much a strategic shift as it is escaping from a leaking roof. The BID, which represents about 1,100 businesses, properties and residents in a 50-block area downtown, moved its headquarters this week from 40 North Pearl St. to 21 Lodge St. across from the main entrance to the Hilton Albany .
